This policy seminar addressed the national penal authority that enforces immobility. Heegab Moon, Director of the Incheon Probation Office of the Ministry of Justice, presented on the efficacy and legitimacy of the electronic monitoring system. The electronic monitoring system is a type of criminal sanction that operates by attaching an electronic device to a person’s body to restrict their movement. Moon explained its legal basis, operation system, and crime prevention effects, alongside discussing its legal and practical issues regarding participants.

Next, Youngsik Kim, Director of Hope Penitentiary, discussed the function and role of penitentiary in re-socialising offenders from the perspective of restorative justice, a theory that views crime and deviance as community problems and seeks their resolution through the participation of offenders, victims, and community members. Kim pointed out the limitation of the criminal justice system based on retributive justice and introduced several examples of restorative justice practices.
